To initiate with the inner pages, I first decided the order of the sections I would put in my book.

Master Pages

There is a 3 column and 3 row grid system. 
My master pages include page numbers, Title of the book, Grid system, Base line grid, place holders for text and images. 

I decided to put 3 master pages for my book. 
A.   Inner Pages
B.   Section Pages
C.   Empty Pages/Index and Reference page.
